TCS plans to raise UP workforce to 30,000, proposes AI City

Tata Group and the Uttar Pradesh government recently discussed a proposal to significantly expand Tata Consultancy Services’ (TCS) workforce in the state, potentially increasing headcount at its Lucknow and Noida units from around 16,000 to about 30,000, according to official records and government acknowledgements of media reports.

The proposal was discussed during a courtesy meeting between Tata Sons chairman N Chandrasekaran and Uttar Pradesh chief minister Yogi Adityanath in Lucknow, as per information shared by the Chief Minister’s Office (CMO).

While no timelines or approvals were announced, reports indicated that such an expansion could strengthen the state’s digital talent pool and further position Uttar Pradesh as an emerging IT and services hub beyond the National Capital Region. 

Beyond workforce-related proposals, the meeting revisited a broader collaboration roadmap between the Tata Group and the Uttar Pradesh government across sectors, including artificial intelligence (AI), information technology, electronics, defence manufacturing, skill development, and the digital ecosystem, according to the chief minister’s official social media handle.

Among the ideas discussed was a proposal to develop an ‘AI City’ in Lucknow, envisaged as a hub for AI-led innovation, research and enterprise adoption.

Collaboration

The current round of discussions builds on continuous engagement between the two sides over the past year. 

In 2024, the Uttar Pradesh government and TCS signed a memorandum of understanding through the state’s labour and employment department to improve youth employability.

At the time, Tata Group had conveyed its intent to actively participate in the state’s industrial development and employment generation efforts, while the state government had reiterated its commitment to policy stability, transparent systems and a business-friendly environment to attract large investments, according to a statement issued last year.

Under the agreement, TCS committed to supporting interview preparation, resume building, data creation, team management and personality development training, along with awareness programmes in emerging areas such as AI and other digital skills. 

The initiative aimed to make registered job seekers job-ready and connect with employment opportunities across thousands of companies, rather than being directly hired by TCS alone.
