Telangana has unveiled an AI-powered digital twin of IT Minister D. Sridhar Babu, designed to interact with citizens in English and Telugu, as the state explores new ways to use AI for public engagement and governance.
During the Google Developer Group (GDG) Hyderabad’s DevFest 2026 on October 24, the “pre-AGI” AI Minister avatar debuted live on stage. Developed on TensorGo’s HumAIn platform under the direction of IT Advisor Sai Krishna, the AI avatar engaged Gen Z attendees by answering questions about Telangana’s strategic vision and tech-driven development.
The initiative is planned in phases. The first phase involved the public launch and demonstration, while the second aims to let citizens interact with the AI Minister, share feedback and submit grievances, according to Sai Krishna.
“The AI Minister is a Digital twin of the IT Minister, powered by HumAIn, helping him reach more people and gain deeper insights into governance and the issues citizens face at the grassroots level,” Krishna said.
The government has not detailed when it will roll out the proposed citizen-facing service or how it will handle grievances, verify responses, protect personal data, and ensure AI-generated answers accurately reflect the minister’s positions.
The launch signals Telangana’s interest in applying AI beyond technology demonstrations to public-facing services. However, the initiative’s broader impact will depend on how the system is deployed and whether citizen interactions translate into actionable responses from government departments.
TensorGo describes HumAIn as an enterprise-grade platform that lets organisations deploy AI teammates for real-time, interactive, multilingual engagement.
The launch comes as Telangana seeks to position Hyderabad as a global technology and AI hub. The state has highlighted initiatives including AI City, AIKAM, global capability centres (GCCs) and the Quantum District as part of its wider technology strategy.
